| Ken
Stuart has 35 years of experience in administration and
consulting for employee group benefit plans. Since 1990 he has
been the administrative manager of the San Diego Electrical
Health & Welfare and Pension Trusts and administrative manager
for the NECA/IBEW Drug-Free Workforce Program since 1997.
Previously, he performed third-party administration and
consulting services to numerous Taft-Hartley, single employer
and municipal employee (County, Fire Fighters and Police)
benefit plans in South Florida.
Ken has a Bachelor of Arts degree in Business Administration
and Economics from the University of Massachusetts and then a
Chartered Life Underwriter ("CLU") designation from The American
College.
Ken sees the objective of CHCC as being able to represent its
purchaser members by utilizing our growing size as leverage in
negotiating with the health industry to require improvements in
both the quality and cost of health care. He strongly advocates
cost-containment through stringent Plan oversight, effective
claims processing and awareness, creative plan design to
generate desired utilization patterns and cost efficiencies and
promoting plan changes or programs that will reduce costs
without reducing benefits.
