CHCC is governed by a 16-member Labor-Management Board of Directors who are elected by the voting representatives of our Member organizations.  These Directors guide CHCC’s collaborative approach to healthcare reform from the service providers to the health plans, the employers’ plan administrators and ultimately including the consumers of healthcare services and insurance coverage.

Mark C. Anderson


Mark C. Anderson: 

 

Mark Anderson sits on the Board of California Schools – VEBA,
where he represents the faculty of the San Diego Community College District, and was
elected to CHCC’s Board May of 2011. He is also an elected Trustee on the San Diego
County Board of Education. In this capacity, he provides oversight and coordination of
the 42 school districts in San Diego County, and indirect supervision of their budgets,
with an aggregate of over $6 billion, including direct input and supervision of County
Office of Education budget of $500 million. He is an Executive Council member with
San Diego Community College Guild 1931, and also sits as a Board member on the
California Coalition of Employee Benefits Plan Sponsors. He currently teaches at
Miramar College in San Diego and has been an Adjunct Professor of Health Education
for 18 years.


 

Ruben Ingram

Ruben Ingram: 

 

Dr. Ruben Ingram is the Executive Director of School Employers Association of California (SEAC).  He is the former Executive Director of the California Commission on Teacher Credentialing, and prior to that was District Superintendent for the Fountain Valley School District.  He was a teacher and principal in the Long Beach Unified School District, has taught at California State University - Long Beach, the University of Southern California, and Chapman University.  He is a board member of the Center for Collaborative Solutions,a member of the Dean’s Advisory Committee at California State University, Long Beach, a member of the Board of Advisors of the California Public Employee Relations Journal, a member of the California Public Employment Relations Board Advisory Committee, a board member of the Orange County Industrial Relations Research Association, a recent board member and officer of the California Health Care Coalition, andthe Co-Chair of the California Educational Coalition for Health Care Reform.

George McGregor:

 

George McGregor serves as CHCC’s Treasurer and has been at the helm of his own healthcare administration organization for nearly 20 years, first as a partner in McGregor-Van de Moere and now as founder and President of McGregor & Associates. In addition to running the firm, he acts as General Manager of the California Schools VEBA trust (a labor-management trust with over 80,000 members) and as administrator SDCS-SDEA Joint Retiree Medical Benefits Trust. George is very active as an advocate for improved quality in the healthcare system and is frequently called upon for speaking engagements. His speaking engagements have included two sessions of the World Health Care Congress in Washington, D.C. and countless engagements for organizations such as the International Federation of Employee Benefit Plans (IFEBP) and the California Public Employer-Employee Health Care Coalition (CPEEHCC).

 

 

Doug McKeever

Doug McKeever:


Doug McKeever:  Doug McKeever is the Chief of the California Public Employees Retirement System (CalPERS) Health Policy Research Division (HPRD).  As the Chief of HPRD, Doug is responsible for development and implementation of policies relating to the health care program, leadership and program direction of the CalPERS health plans rate negotiation strategies, and implementation of health care reform efforts impacting CalPERS.  He also served as the Director of Juvenile Programs at California Department of Corrections and Rehabilitation, where he directed the development and implementation of statewide medical, mental health, dental and education plans and policies.  Doug also serves on the Board of CHART.


 

Gene Price

Gene Price:

 

Gene Price is a volunteer Management Trustee for the Office and Professional Employees Local No. 3 Health and Welfare Plan.  He is also employed as the Administrator for the Northern California Carpenter Plans.  From both the perspectives of a Trustee and Administrator, he has closely observed the impact of both efficient and unacceptable health care on the lives of many plan participants.  Gene has played an active role in the CHCC since inception and has found renewed dedication and support for the mission and goals of the CHCC following the 2009 re-launch of the Coalition.


 

Nancy Smith

Nancy Smith:


Nancy Smith is a retired school superintendent, who also serves on the Board of Trustees for California’s Valued Trust (CVT).

 

John Stenerson

John Stenerson:


John Stenerson is the Management Co-Chair of CHCC’s Board of Directors, and is the Deputy Executive Officer for Self-Insured Schools of California (SISC).  SISC covers 370 school districts with 220,000 lives in 39 counties.  With annual member contributions of $1,145,000,000, Business Insurance magazine ranks SISC as the No. 1 largest public-entity risk pool in the country.  John previously held the positions of Chief Accountant, Director of Health Benefits and Chief Operating Officer.

MaryEllen Farrell

MaryEllen Farrell:


MaryEllen Farrell serves as Secretary for CHCC’s Board and represents the interests of the Coalition of Kaiser Permanente Unions.  MaryEllen works at the Office and Professional Employees International Union (OPEIU), Local No. 30 in San Diego.  She has worked in the labor movement for 15 years, where her primary responsibilities have included enforcement of contractual issues, negotiations and arbitrations.  Most recently, she has worked with Kaiser Permanente as a member of the Coalition of Kaiser Permanente Unions, and has responsibilities with other collective bargaining contracts in the Los Angeles and Phoenix areas

Bill Feyling:


Bill Feyling is the Executive Director of the Carpenters 46 Northern California Counties Conference Board. He has over 20 years experience in labor relations, having served in several representational roles within the Carpenters Union and is a former Research Director of Operating Engineers Union Local No. 3.  He completed his apprenticeship and later served as President of Carpenters Union Local No. 217 in San Mateo County, California

 

 

Michael Parks

Michael J. Parks:

 

Michael Parks is the Chair of CHCC’s Board of Directors and represents the California School Employees Association (CSEA), a classified (non-certificated) school employees’ union representing over 220,000 members. Michael has also served as a labor trustee for the California’s Valued Trust (CVT) since 1992 and is a past chair for the California Public Employer-Employee Health Care Coalition (CPEEHCC), a coalition of public school health care organizations representing over 300,000 lives. Since 1998, Michael has also served as a Director with the National Labor Alliance of Health Care Coalitions (NLAHCC), an alliance of coalitions representing over 7 million lives.

 

 



Patrick Prezioso

 

 

 

Patrick Prezioso:


Patrick Prezioso has worked for the California School Employees Association (CSEA) since 1975, where he is currently a Field Director in Orange County, and is responsible for overseeing the representational services for approximately 30,000 classified employees.  His health care background includes being a Founding Member and current Chair of the California Public Employer-Employee Health Care Coalition (CPEEHCC), representing approximately 300,000 lives; Founding Member and current Co-Chair of the Metropolitan Employees Benefits Association (MEBA)Health Trust, representing approximately 20,000 lives;  Founding Member and Trustee of the Southern California Employer-Employee Trust (SCEET), representing approximately 30,000 lives; Founding Member and current Trustee of the California Schools Voluntary Employees Benefits Association (VEBA), representing approximately 80,000 lives; and is a current Trustee of the Controlling Insurance Costs In California Schools (CICCS), representing approximately 10,000 lives.

 

 

Susan Sachen

Susan Sachen:

 

Susan Sachen is the Campaign Director for the Campaign and Strategic Development arm of the California Labor Federation, which is dedicated to promoting and defending the interests of working people and their families for the betterment of California’s communities. From legislative campaigns to grassroots organizing, CFL’s affiliates are actively engaged in every aspect of California’s economy and government.

 

 

Ken Stuart

Ken Stuart:

 

Ken Stuart is the immediate past Chair of CHCC’s Board of Directors
and has 37 years of experience in administration and consulting for employee group
benefit plans. He also serves as Project Manager for CHCC’s Appropriateness Projects,
including the CEO Summits, CAP and as our representative on the CHART Board. Since
1990, he has been the Administrative Manager of the San Diego Electrical Health &
Welfare and Pension Trusts. Ken has also served as the Administrative Manager for the
NECA/IBEW Drug-Free Workforce since 1997. Previously, he was a Vice President of a
third-party administration and consulting services organization in South Florida serving
numerous Taft-Hartley, single-employer and municipal-employee (School Systems,
County, Fire Fighters and Police) benefit plans.

   

 

 

Charlie Warren:


Charlie Warren has been the Director of Fringe Benefits for the Operating Engineers Local Union No. 3 since December 1992.  Mr. Warren along with Officers of Local 3, principally Vice President Carl Goff, and the Trust’s Board of Trustees have worked with CHCC since its beginnings with the California Labor Federation.
